In 1991, Mr. Arvin was asked by the IRS to teach formal, in-house classroom training to its Revenue Agents. The idea was that the Agents would learn what the tax world looks like from a private-sector, “taxpayer’s side of the fence” point of view. Mr. Arvin accepted 16 such guest invitations through 1995, private practice obligations permitting. These assignments took Mr. Arvin to Los Angeles, Orange County, and San Jose California, Portland, Oregon, St. Paul, Minnesota and to Chicago, Illinois.
